The inspector general found Defense Secretary Pete Hegseth used an unauthorized app to share sensitive operational timing for Yemen strikes \u2014 while a journalist was accidentally added to one of the chats.<\/em><\/h2>\n\n\n\n

The Pentagon inspector general found that Defense Secretary Pete Hegseth<\/strong> put U.S. troops and missions at risk when he shared sensitive operational details<\/strong> about a planned strike on Yemen\u2019s Houthi militants over the encrypted messaging app Signal<\/strong>, according to two people familiar with the findings.<\/p>\n\n\n\n

The classified review \u2014 delivered to lawmakers this week \u2014 concluded that Hegseth\u2019s use of the commercial, non-DoD platform<\/strong> violated security protocol and created operational exposure<\/strong>, even though the watchdog did not<\/strong> find that he improperly declassified information.<\/p>\n\n\n\n

A partially redacted version of the report is expected to be released publicly later this week. CNN was first to report the findings.<\/p>\n\n\n\n

A JOURNALIST WAS ACCIDENTALLY ADDED TO THE CHAT<\/h2>\n\n\n\n

The inspector general\u2019s findings stem in part from a now-public Signal thread that became exposed when journalist Jeffrey Goldberg<\/strong>, editor-in-chief of The Atlantic<\/em>, was accidentally added<\/strong> to a group chat by then\u2013National Security Adviser Mike Waltz<\/strong>.<\/p>\n\n\n\n

The chat included:<\/p>\n\n\n\n

  • Vice President JD Vance<\/strong><\/li>\n\n\n\n
  • Secretary of State Marco Rubio<\/strong><\/li>\n\n\n\n
  • DNI Tulsi Gabbard<\/strong><\/li>\n\n\n\n
  • Senior NSC officials<\/li>\n\n\n\n
  • And Hegseth himself<\/li>\n<\/ul>\n\n\n\n

    The thread discussed exact timing of U.S. air operations<\/strong>, including:<\/p>\n\n\n\n

      \n
    • When warplanes would launch<\/li>\n\n\n\n
    • When bombs would drop<\/li>\n\n\n\n
    • Timing for the \u201cstrike window\u201d<\/li>\n\n\n\n
    • Location of a \u201ctarget terrorist\u201d<\/li>\n\n\n\n
    • Sequential weapons use<\/li>\n<\/ul>\n\n\n\n

      These details were shared before aircraft were airborne<\/strong>, which multiple current and former U.S. military officials told the AP would never<\/strong> be permitted on an unsecured commercial app.<\/p>\n\n\n\n

      Hegseth also created a second Signal thread<\/strong> with 13 people \u2014 including his wife and brother<\/strong> \u2014 where he shared similar strike details, according to the AP.<\/p>\n\n\n\n

      Signal is encrypted but not authorized<\/strong> for DoD classified or sensitive communications.<\/p>\n\n\n\n

      FOLLOW-UP STRIKE UNDER SCRUTINY<\/h2>\n\n\n\n

      The findings intensify pressure on Hegseth as lawmakers separately investigate a reported follow-up strike on a drug-smuggling boat<\/strong> in the Caribbean. According to a news report, survivors remained after the initial strike and Hegseth issued a verbal order to \u201ckill everybody.\u201d<\/strong><\/p>\n\n\n\n

      Hegseth has defended the operation as occurring in the \u201cfog of war.\u201d<\/strong>
      He said he didn\u2019t \u201cstick around\u201d after the first strike, did not see survivors, and believes the naval commander made the \u201cright call.\u201d<\/p>\n\n\n\n

      HEGSETH SAYS HIS MESSAGES WERE \u201cUNCLASSIFIED\u201d<\/h2>\n\n\n\n

      Hegseth has denied mishandling classified materials, saying the chats were \u201cinformal, unclassified coordinations.\u201d<\/strong>
      But military officials countered that the level of specificity shared could not have been allowed under standard operational security rules.<\/p>\n\n\n\n

      During a June hearing, Rep. Seth Moulton<\/strong> pressed Hegseth on whether he would hold himself accountable if the IG found wrongdoing:
      Hegseth replied that he serves \u201cat the pleasure of the president.\u201d<\/strong><\/p>\n\n\n\n

      CONTEXT: THE HOUTHI CAMPAIGN<\/h2>\n\n\n\n

      The strike planning occurred during the U.S. campaign against Iran-backed Houthi forces<\/strong> in Yemen in early 2024 \u2014 one of the Navy\u2019s most intense sustained sea battles since WWII.<\/p>\n\n\n\n

      The Houthis had been attacking commercial shipping in the Red Sea, disrupting nearly $1 trillion<\/strong> in annual trade flow.<\/p>\n\n\n\n
