The Pentagon announced it is launching an inquiry into Senator Mark Kelly, a retired Navy captain, following allegations of misconduct related to a video encouraging U.S. military personnel not to obey unlawful orders. Officials stated Kelly could be recalled to active duty to face court martial or administrative sanctions.

This rare step of threatening recall involves former military officers who served at least 20 years and are eligible for recall under the Uniform Code of Military Justice (UCMJ).

Kelly, who served 25 years in the Navy and NASA before retiring in 2011, was featured in a video urging troops to refuse orders deemed illegal or unconstitutional.
